download the file, paste the actual APT file under

C:\Program Files(x86)\Adobe\Adobe Photoshop CS5.1\Presets\Actions (this is where i found all my photoshop files so yours should be close to this)

Then open photoshop, press ALT-F9 and a window will pop up, click on the preset you want and press the play button and there you go.
