I will be using Corel Paint Shop Pro X for this tutorial.

1. Pick your image. I'll be using the image above, taken from here.

2. Right click on your background layer and select duplicate. Set that layer to screen at 10% opacity.

3. Create a new raster layer, fill it with the colour #09275B and set it to exclusion at 100% opacity.

4. Create another new raster layer, fill it with the colour #F8E1E7 and set it to burn at 50% opacity.

5. Right click on your background layer, duplicate it, drag it all the way to the top and set it to soft light at 60% opacity.

6. Right click on your background layer again, duplicate it, drag it to the top and set it to burn at 2% opacity.

7. Go to LAYERS > NEW ADJUSTMENT LAYER > HUE/SATURATION/LIGHTNESS, select blue from the drop-down list and set it to -10.

If your image doesn't look like the one above, play around with the settings until you're happy.
Once you're finished, merge your layers by going to LAYER > MERGE > MERGE VISIBLE.

Now you're done!

Uhm, I think it's layer > new raster layer as far as I can recall. I haven't had photoshop for a while. :/
I might have a tutorial for that in my gallery somewhere!
